Sukhpal Khaira reveals about Badal

Badal does not enjoy peoples’ mandate; should sack Punjab Advocate General, a Haryanvi: Phoolka, Khaira & Sandhu

The Punjab Chief Minister, Parkash Singh Badal should be stopped from taking any hasty and brash decisions on the Inter State River Waters issue which could push Punjab and the region back to the brink of disaster.

In a press statement, the senior Punjab leaders, HS Phoolka, Kanwar Sandhu and Sukhpal Singh Khaira, said that with less than three months to go for the Punjab Vidhan Sabha polls, the SAD-BJP Government in Punjab does not enjoy peoples’ mandate any more and should be stopped from taking any hasty political, legislative or administrative decision on the Inter State River Waters or any other issue. The contentious issue should be left to the combined wisdom of the people of Punjab and the next elected Government. Any decision at this juncture would not only further muddle the emotive issue but push the state and the region into the vortex of violence, which had gripped the state in the 1980s and 1990s. “Stop playing with fire”, the three AAP leaders said.

Phoolka, Khaira and Sandhu also stated that the decision of the Honourable Supreme Court on waters issue in the form of Presidential Reference was only an “opinion” expressed by the Apex Court and does not warrant any action, especially at this juncture. Instead of rushing through any decision and draw political mileage, Badal should also impress upon the Central Government to withhold any action on the same. “Being an Alliance Partner in the NDA Government, the SAD-BJP Government in Punjab will be responsible for any and every action on the river waters issue,” they said.

The Aam Aadmi Party has also urged the Punjab Government to sack the Punjab Advocate General, Ashok Aggarwal, who is not only a Haryanvi but has also been the Advocate General of Haryana during the tenure of Om Parkash Chautala as Chief Minister. “He is a protege of the Chautalas and appointed Punjab AG at their behest to sabotage Punjab’s interests on the crucial river waters issue,” the three said. It is well known that an AG of a state is supposed to be the legal mind of the government and is responsible for all outcomes of legal battles fought in the High Court and the Supreme Court. It’s a matter of great shame that the so called ‘Panthic’ government could not find even a single Punjabi legal luminary, who could have been appointed to head the state as AG. The three further said that Ashok Aggarwal as Punjab AG was working on the directions of his Haryana bosses to weaken the case of Punjab over the SYL issue in the Supreme Court, as it is the AG who finalizes every minute detail of the legal team in the Supreme Court. Moreover, Ashok Aggarwal has chosen Haryanvi lawyers in the three members sub-committee appointed by him to advise the Punjab government on the SYL. Both Vinod Bhardwaj and Kamal Sehgal currently Law Officers with the Punjab government also belong to the state of Haryana.

The fact of the matter is that the Badals and Chautalas have been in a “quid pro quo” since a very long time. It was Sh. Badal who as Chief Minister issued the first notification over the SYL on 20th February 1978 and accepted Rs. 2 crore cheque as advance payment for construction of SYL, from the then Haryana Chief Minister Sh. Devi Lal. Sh. Devi Lal in return allotted 18 acres of prime commercial land in the heart of Gurgaon city to the Badal family, where the junior Badal now owns two 7 star hotels, under the banner of Trident company.
